The 1850 census of Monroe County, Indiana lists Joseph's birthplace as Virginia. It is unknown exactly when he arrived in Fleming County, Kentucky, but his marriage to Susannah Woods took place there in 1804. By 1807, Joseph Reeves began to be listed in the court orders of Fleming County when he was recorded on 6 Apr 1807 as having been appointed overseer of a road.

From the History of Lawrence and Monroe Counties, Indiana, Joseph Reeves was a Justice of the Peace in Monroe County in 1823 and 1829. He is recorded as being a county commissioner in 1831 and by 1839, he was an associate judge. The family of Joseph Reeves is stated to have arrived in Monroe County in the spring of 1817.
