Thomas Reaves is first listed in the census records of Wayne County, North Carolina in 1830. On 29 Jan 1859 he is listed as one of the voters at Indian Springs in Wayne County along with a William Reaves and a Jamy Reeves (probably his son James Reaves).

By 1871, Thomas Reaves was a magistrate of the Wayne County Court when he was recorded as performing the marriage of Mary Herring and William Deal, Jr. on 12 Jan 1871.
